Climate change impact assessment
The purpose of this assessment is to help us understand the likely impacts of our decisions on the environment of North Yorkshire and on our aspiration to achieve net carbon neutrality by 2030, or as close to that date as possible. The intention is to mitigate negative effects and identify projects which will have positive effects.
This document should be completed in consultation with the supporting guidance. The final document will be published as part of the decision making process and should be written in Plain English.

Options appraisal Were any other options considered in trying to achieve the aim of this project? If so, please give brief details and explain why alternative options were not progressed.
Three headline options were considered for the new service delivery model. These options were:
• As is / no change • Direct provision single countywide service • Teckal company countywide service
The option to bring the Selby service back in-house at contract expiry was the only one achievable within the timescale and which also offered the best platform for future service integration.

What impact will this proposal have on council budgets? Will it be cost neutral, have increased cost or reduce costs?
Please explain briefly why this will be the result, detailing estimated savings or costs where this is possible.
A financial evaluation has been carried out by Selby District Council and is contained within the North Yorkshire Waste Management New Operating Model Business Case. The evaluation concluded that transferring services to the new North Yorkshire Council at contract expiry would be cost neutral.

As part of future service integration across the new North Yorkshire Council, a review of all rounds and disposal points will be undertaken than will ensure efficiency of collections. This should lead to a reduction in vehicle mileage and associated emissions. Baseline data will be collected as part of the SLA for the service. |

There will also be an opportunity to investigate fuel alternatives for the waste fleet, such as HVO fuel which could have a significant positive impact on carbon reduction. |

As part of the full service review we are carrying out benchmarking with the top performing local authorities and have commissioned WRAP to carry out an options appraisal exercise.
The outcomes of the Government Waste and Resources Strategy are expected to identify further best practise and minimum service standards.
